What is the Land Transaction Board?

The Land Transaction Board (Landes-Grundverkehrskommission) functioned as a second-instance tribunal. Following serious objections raised as to its independence, it was abolished and its functions transferred to the Independent Administrative Senate.
The Independent Administrative Senates (Unabhängige Verwaltungssenate) in the Austrian federal provinces are constituted under Art. 129 of the Federal Constitutional Act (B-VG) "to ensure the lawfulness of the entire public administration."
Following serious objections raised to the independence of the previously competent second-instance body — the Landes-Grundverkehrskommission — that body was abolished and its functions transferred to the Independent Administrative Senate in Tyrol. This reform improved the standard of legal protection available to parties in land transfer proceedings.
